In their Local Development Plans, local authorities should make reference to access. Making such provision in a legally binding document such as a Development Plan should ensure that any changes to the pedestrian environment take account of the needs of all pedestrians (including disabled people). For example:

  • Planning Policy Statement 1 states that 'Planning policies should promote high quality inclusive design in the layout of new developments.' (paragraph 13)
  • Planning Guidance (Wales) recommends that development should aim to secure a more accessible environment for everyone, including disabled people. Such a statement should be adopted by all local authorities to ensure that our cities, towns and villages have a ‘friendly’ pedestrian environment for all to use.
