Design and Access Statements PDF Print E-mail
The Planning and Compulsory Purchase Act 2004 introduced a requirement for Design and Access Statements to accompany most planning applications. These requirements are set out in Circular 01/06 – Guidance on changes to the development control system, which is available from the Department for Communities and Local Government's website.

The main aim of statements is to explain the thinking behind a planning application, including how the requirements of disabled people have been considered.

Key advice for access groups: Developers should be able to explain within their Design and Access Statement how they have consulted potential users – including access groups. They should also show how they used the information gained from consultation to inform their designs and planning. If access is to be achieved effectively, it must be integrated into the design brief of any development at the earliest opportunity. Your access group should therefore aim to play an active role in the process from as early a stage as possible.
