Unlike in the Planning process, there is no requirement for public consultation within the Building Control process. Therefore access groups cannot insist that measures are taken that have not been set out within Building Regulations guidance. However, there are recognised ways in which access groups can ensure their contribution to the process is effective: - Acquire an understanding of Part M and the accompanying Approved Document. Learn to recognise the value of good practice in achieving ‘reasonable provision’ and the concept of ‘inclusive design’.
- Establish a working relationship with the local authority’s Building Control department, By doing so, you can help the Building Control Officers develop a greater understanding of disability issues, and help reach a consensus on what constitutes ‘reasonable’ provision.
- Work to ensure that the guidance given in the Approved Document is interpreted and applied to the highest standards possible, equating with the spirit of the Disability Discrimination Act.
- In cases where an applicant does meet the requirements of Part M, your group may still be able to assist by offering practical advice on matters of detail or by looking at the overall access provision in terms of achieving best practice.
