It may not always be feasible to hold a public meeting. Other ways of setting up a steering group include:

• working with the county voluntary council in your area to identify possible members
• setting up a workshop at another conference or seminar
• establishing a steering group from the membership of a disabled people’s organisation

Whatever method is used, it is important that the steering group is not seen as the final access group. Membership of the access group itself must been open and democratic if it is to be credible. The steering group’s purpose is to ensure that the preparation is completed to allow this to develop.
